In 2003, Crystal Bay Township, which is the official name for Finland, embarked upon planning for its future in a thoughtful comprehensive way.  In the winter of 2003, 10 focus groups were held with local organizations including Wolf Ridge staff, the Girl Scouts, the local Chamber of Commerce, the Finland Co-op Board, the Snowmobile Club, Zion Lutheran Church, the Zion Lutheran Women’s Craft Group, the Finland Rescue and the Finland Volunteer Fire Squad, and an organized potluck to ask residents of the Township and area what their hopes and dreams and fears were for Crystal Bay Township and for a new community center.  As a result of these focus groups, a Comprehensive Plan was developed for the Township.
